[Research Guidance: England, How to Use Census Records]: " census is a count and description of the population. The censuses of England and Wales are especially helpful for family history research because they list the majority of the population and are readily available. Censuses of genealogical value have been taken every ten years since 1841, with the exception of 1941. "
